Library Program Policy
Signal Hill Public Library offers a wide variety of programs and events for all ages and interests. Please note the age requirements and capacity of the programs before registering. Pursuant to Section 2.88 of the Signal Hill Municipal Code, the Library's Rules of Conduct have been established in order to maintain the Library’s peaceful atmosphere, facilitate Library usage, preserve easy access to Library materials, and protect Library property. By registering for our programs and events, you are agreeing to abide by the Rules of Conduct, which includes, but is not limited to, the following list of prohibited actions and behaviors.
- Threatening or harassing behavior, including but not limited to: verbal threats, stalking, offensive staring or touching, or abusive or racially-charged language.
- Stealing, damaging, defacing, or destroying Library property.
- Disturbing, disruptive, or unsafe behavior, including loud talking, noisy or disorderly conduct, lurking, or any invasion of personal space.
- Bringing any child under 8 years of age into the Library and leaving such child unattended without a caregiver age 14 or older.
- Leaving persons needing supervision because of physical or mental conditions.
Additionally, the City of Signal Hill photographs and records programs and events for use in publicity materials. By being present during these activities, you consent to use of your appearance or likeness by the City of Signal Hill, and its licensees, designees, or assignees, in all media, worldwide, in perpetuity.
Study Room Policy
Signal Hill Library provides free study rooms for individual study, group work, meetings, and other uses to support and cultivate the community’s creativity and affirm the library as a center for learning. This policy covers study rooms, which generally have seating for 1 – 6 individuals.
Reservations
- Patrons may view the availability and room capacity of study rooms on the Signal Public Library website and reserve a study room up to 1 week in advance.
- A library card and a valid email address are required to make study room reservations. If you do not have a card, you can apply for one on the top right corner of our catalog.
- Reservations may be made online or in person. Patrons may also make same-day walk-in reservations if a room is available.
- Individuals and/or groups are allowed 1 booking per day. Reservations can be made in 30-minute increments, up to two hours (120 minutes) per day maximum per individual/group.
Guidelines
- Patrons must check in at the Reference Desk with their library card or ID before entering the reserved study room. Patrons should be prepared to show the confirmation email to confirm their booking.
- Study room use must begin within fifteen minutes of the reservation start time, or the reservation may be forfeited to another customer or group. A “no-show” reservation will count towards a patron’s daily booking limit.
- Members of a group occupying a study room may not extend their booking time by using additional email accounts.
- Groups using study rooms may not exceed the posted capacity.
- Study rooms are not soundproofed. In consideration for other library customers, please keep noise to a minimum.
- No food or drinks except water.
- Study rooms must be returned to the same condition in which they were accepted. Cleaning the room, including disposing of trash and wiping down whiteboards and tables, is the responsibility of those using the study room.
- Personal property should not be left unattended in a study room. The library is not responsible for lost or missing items.
- Patrons must exit the study room promptly at the end of their scheduled time. Patrons must notify library staff if they are finished with the study room before their time is up.
- Study rooms must be vacated 15 minutes before the library closes.
Cancellations and Other Restrictions
- Patrons may cancel their reservation up to the reservation start time, but are highly encouraged to cancel as soon as possible to allow other groups to reserve the room. Cancellations can be made through the online reservation system, in person, or by phone.
- Permission to use a study room does not constitute endorsement or sponsorship by Signal Hill Public Library.
- Signal Hill Public Library reserves the right to decline or cancel any study room reservation.
- Study rooms may not be used for purposes prohibited by the Signal Hill Public Library Code of Conduct or by state or federal law.
- Failure to observe the study room policy and/or violations of the Signal Hill Public Library Code of Conduct may result in cancellation of current or future study room reservations, expulsion from the library, or a suspension of library privileges.
- The City of Signal Hill has priority use of all facility rooms.
- To promote accessibility of study rooms to the community, the Library may limit the number or length of study room reservations during any time period for any applicant. The Library also reserves the right to place additional limitations on the use of the study room based on the demands at the library.
Study room reservation requests are subject to staff review. Requests are not confirmed until you receive a confirmation email or text at the provided number.
